Handicapped Parking Space?

I jusr came back from a trip and I noticed the apartment complex where I live put up a Handicapped Parking Space sign on what is used to be a regular parking space for any vehicle before. I noticed that this parking space is in a tight corner of the parking lot and it could not be accessible by somebody on a wheelchair, also the pavement is not sloped. Can anyone tell me if the management here had the right to do this?...I feel that the apartment complex where I live is not complying with the regulations when it comes to turn a regular parking spave into a Handicapped Parking Space. I live in Austin Texas.
