How do you have to be to get a tattoo?

In the state of Pennsylvania or New Jersey how young can you be to get a tattoo with a legal gardian? I'm trying to get one soon as a birthday present in remembrance of my cousin who was murdered and I was wondering the minimum age and where I could get it.. a good tattoo studio!
